Ordinance 512

Ordinance 512 would amend the Spring Lake Park City Code to allow one video display per secondary school campus within a qualifying stadium, subject to City Council approval and standards protecting nearby residences and traffic safety. The ordinance establishes limits on display size, height, location, brightness, operating hours and visual effects; restricts use primarily to authorized school events; and prohibits operation as a general outdoor advertising platform. It requires automatic dimming, professional lighting analysis, nighttime compliance testing, notice to nearby property owners, operating records and annual certification of controls. The City could require corrective measures, reduce permitted brightness or suspend operation for violations. Related lighting and glare provisions would also be updated, and previously installed displays would need all required permits and demonstrated compliance before regular operation.
