Ordinance 509

This ordinance comprehensively updates Chapter 11 of the Spring Lake Park Municipal Code governing business regulations and licensing. The ordinance revises provisions relating to peddlers, solicitors, transient merchants, garage sales, and Christmas tree sales; repeals and reorganizes the City’s alcoholic beverage regulations into separately numbered code sections; updates tobacco and licensed-product regulations, including compliance checks and penalties; expands the pawnbroker regulations to include secondhand goods dealers and electronic transaction reporting; and amends requirements applicable to sexually oriented businesses and other regulated commercial activities. The ordinance also updates definitions, application and licensing procedures, exemptions, operational standards, enforcement provisions, administrative penalties, and statutory references to improve clarity, consistency, and administration of the City’s business-licensing regulations.
